In the morning of April 29, 2020, Yang Qian, director of the listing and financing promotion department of Service Bureau for Small and Medium-sized Enterprises of Shenzhen Municipality, presided over a video meeting on the establishment of an international logistics work team in solving the problem in cargo transport, which marks the official launch of the "Wolf Pack Action" of international logistics in Shenzhen.
Jiang Wei, director of Shenzhen Public Companies Association, together with representatives from 21 public and Pre-IPO companies including Sunwoda, Sunlord Electronics and Edan attended the meeting, and gave feedback on the company's current difficulties in international logistics and specific needs and suggestions.
Zheng Yanling, Secretary General of Shenzhen Logistics and Supply Chain Management Association (LSCMA), attended the meeting with representatives from 34 high-quality industrial enterprises, including Shenzhen airport, YH global, SF express and East Top, explained in detail the current situation, problems and countermeasures of international logistics capacity, and responded to the appeals raised by the representatives of public enterprises. Hu Yanfei, general manager of small business finance department of China Merchants Bank Shenzhen Branch, introduced the support measures for international logistics supply and demand enterprises from the perspective of financial services.
Stable foreign trade & global supply chain, smooth international logistics is the foundation
At present, covid-19 epidemic is raging all over the world. All or part of the external channels have been closed for the prevention and control of the epidemic in various countries and regions. The flow of people and goods has been greatly affected, and the global supply chain is facing the risk of disruption.
"If the logistics and supply chain service enterprises are not running well, neither can SMEs and foreign trade enterprises develop well" Yang Qian, director of the listing and financing promotion department of Service Bureau for Small and Medium-sized Enterprises of Shenzhen Municipality, highly recognized the professionalism and value of logistics and supply chain service industry in servicing SMEs. She pointed out that to carry out the "Wolf Pack Action" is led by the government, support by business associations, which plans and schedules international logistics demand and transportation capacity resources, coordinates and solves problems related to international logistics and transportation, and completes the task of international transportation guarantee.
The cost of international logistics greatly increased, and the logistics time limit not guaranteed
Jiang Wei, director of Shenzhen Public Companies Association reported that with an investigation among 21 public and Pre-IPO companies, companies are generally affected by the epidemic with problems in international logistics, such as insufficient transport capacity, rising cost, long warehouse clearance period, high delivery risk, reduced clearance efficiency, closed international cold chain channel, limited air transport of dangerous goods such as lithium batteries and reagents, etc. They hope that a regular communication mechanism with experts from the government and LSCMA to help enterprises alleviate their difficulties could be established.
Companies also spoke their difficulties at the meeting. Some reflect that there are too few international air routes for category 9 dangerous goods in China, and the requirements and rules of land transport are not clear. Therefore, it is urgent to coordinate China-Europe block train to transport category 9 dangerous goods such as pure lithium batteries. In addition, due to the sudden closure of cities in other countries, many goods cannot be delivered to the destination, the price of air and sea transportation has risen sharply, which result in high costs of transshipment, return and disposal.
Others reflected that on the one hand, it is urgent to resume international cold chain transportation, and on the other hand, it is hoped that the government and the association can make a unified interpretation of the new regulations and document requirements, so that everyone can prepare documents in advance and ensure the timeliness of medical materials customs clearance. Some others believe that due to the current shortage of traditional logistics capacity, we should work together to dig new transport channels, continue to optimize, improve the overall logistics solution.
Expand new modes of transportation and upgrade new services to help normalize international trade
Representatives of logistics and supply chain service enterprises including Shenzhen airport, YH global, SF express and East Top responded one by one. Shenzhen airport has opened " air freight replacement of passenger transport ", cargo charter and other services to cope with the shortage of air transport capacity caused by the shutdown of passenger routes. Since March 17, 2020, Shenzhen airport has supported more than 50 international cargo charter flights, and the number of international cargo charter flights for the whole month of April exceeded 70.
SF express started all cargo transportation, 16 international routes had been connected to the United States, Europe, southeast Asia and other regions, and will continue to integrate their own 59 all cargo plane and aviation logistics resources of more than 60 cities in the world, to support the ascent of China's international air cargo capacity and the construction of international logistics supply chain, at the same time, SF express will open operation of ocean routes.
YH global and East Top mentioned on the other hand that China-Europe block train, truck and multi-modal transport can be an effective way to make up for the shortage of air cargo capacity. Regarding the air transport of dangerous goods such as lithium batteries, Shenzhen airport said import and export business had be opened of dangerous goods in categories 1-9, and will resume the operation of dangerous goods clearance on March 23, 2020.
Zheng Yanling, Secretary General of Shenzhen Logistics and Supply Chain Management Association (LSCMA) said that the logistics and supply chain service requirements of public and Pre-IPO companies are relatively concentrated, which can be meet by the logistics and supply chain service enterprises attending the meeting. Meanwhile, LSCMA will also rely on its own resources of overseas governments, associations and enterprises to further strengthen its efforts to dredge international logistics channels. Regarding the issue of customs clearance, the LSCMA will hold a live online event with Shenzhen airport customs, Post customs and Shenzhen airport in early May to interpret the customs clearance policy.

He hopes that Shenzhen Public Companies Association could continue to mining the requests of public enterprises, Pre-IPO enterprises and New OTC Market in logistics and supply chain services and Shenzhen Logistics and Supply Chain Management Association strengthens the collection of service capacity of logistics and supply chain service enterprises in Shenzhen. All parties should communicate with each other closely, build a platform as soon as possible, link online and offline, effectively promote the matching of international logistics supply and demand, and maintain the stability of the global industrial chain supply chain.
